This website provides details of the proposed development at Catherinefield Farm, Locharbriggs.

We will be holding a public consultation event on Thursday 30th of November and Thursday 1st February from 4-7pm at Heathhall Community Centre, Barnett Rd, Heathhall, Dumfries DG1 3RU. Representatives of the applicant and the design team will be available at the events to answer questions and give more detail on the proposals. You can also provide your thoughts and comments via the feedback form at the bottom of this website until the 15th February 2024.

Catherinefield Farm _ Existing Site Plan

Introduction

Collective Architecture have submitted a proposal on behalf of Wheatley Homes South, for a proposed new build residential development, providing c.310 homes with an over-55s housing, retail unit, open space and associated infrastructure works.

The proposal covers site DFS.H8, allocated for development in the Adopted Dumfries and Galloway Council Local Development Plan 2, and it is the intention of the prospective applicant to bring the site forward as an application for detailed planning consent in 2024.

The prospective applicant has undertaken extensive pre-application engagement with the local planning authority for the development site and is currently developing the adjacent site at Curries Yard (DFS.H205) for 89 new homes. In line with LDP2 requirements the consented development at DFS.H205 established a masterplan approach to road network strategy; landscape strategy; and outline phasing plan. The prospective application will build upon this approach whilst incorporating the new requirements and aspirations of National Planning Framework 4.

Consultation Process

The PAN proposes two public events, as per Scottish Government requirements, as set out on the PAN form. In addition, the consultation will comprise:

  • Dedicated website www.catherinefield.co.uk outlining pre-application consultation details (including how to engage and time limits) development proposals, background, and contact information (including information capable of downloading to read offline) - website name to be advertised within newspaper notice and circulated by email to all named parties on the PAN form.

  • Offer of meeting with named parties within the PAN form (Local Councillors and Community Councils), with details to be communicated directly to named parties.

  • Consultation publicity flyers to be delivered to local area, to include public places.

  • Public drop-in events to be advertised at least 7 days prior to the day within local newspapers (Dumfries Courier and Dumfries and Galloway Standard) and communicated to named parties within the PAN form.

  • Time period for comments to the public drop-in events will be available until 21 days following publication of the local newspaper advert or 14 days following the second drop in consultation, whichever is the later.

  • Online consultation to comply with current Data Protection obligations.
